Learning and Development Approach

The PEI Public Service Commission (PSC) provides human resource leadership and services that support performance excellence and help build the capacity of the Government of PEI (GPEI) civil service. This includes supporting the organization's learning and development - a function responsible for supporting the growth and retention of employees by developing and implementing learning strategies and opportunities that meet the organizations' needs and individual employee needs.

What is the PSC's approach to learning and development?

The Learning and Development Framework 2026-2030 provides direction in supporting the growth of civil service employees. This is done by identifying the learning and development needs of employees and aligning those needs with the goals of the organization. The Framework provides the context for a shifting culture of learning and outlines the approaches that will support the needs of employees.
This framework applies to employees under the Civil Service Act.

The PSC is taking a wide-reaching approach in an effort to encourage a workplace culture that values and fosters learning and development. This includes (1) Individual, (2) Leadership, (3) Department, and (4) Corporate approaches to support learning and development.
