Islanders expect and deserve high quality service from all employees. Departments across government have human resource plans designed to recruit, retain and engage knowledgeable and skilled employees to meet these expectations. Succession planning is a component of these plans with professional development as one of the critical strategies for success.

The Leaders in Action Pathway is available to all classified civil service employees who are interested in developing their leadership skills and are committed to assuming a senior leadership role and position in the public service as part of their career plan.

Why do we need the Leaders in Action Pathway?

The Public Service Commission (PSC) wants to continue to build capacity and develop strong leadership within the public service to support government’s strategic directions:

The future of work is changing. There are current changes in labour markets; career paths increasingly change; there is a need for upskilling & re-skilling; and remote work options for employees are here to stay.

Demographic and diversity shifts: Public service demographics indicate an increased percentage of employees who will be eligible to retire in the coming years. In addition, there is continued focus on equity, diversity and inclusion within the public service.

Succession management: Employee Engagement Survey results consistently demonstrate that employees want ongoing development and career growth opportunities within the public service. It is also crucial to develop, manage, and retain the high-quality talent that we have within the public service.

Leadership development: Developing and improving leadership capabilities and competencies are critical to the success of the public service. Your personal development and growth will help you to lead yourself, your team, and the organization effectively.

Work on a corporate project

  • As a participant in the pathway you will be expected to actively contribute to a corporate project that will be determined by senior leadership. It is intended that the results of your project work will have a positive impact for one of government's public service priorities.
  • Both your learning sessions and support for the corporate project will be provided by both internal and external, public and private sector, subject content experts.

What is expected of participants in the Leaders in Action Pathway

As a participant in the Leaders in Action Pathway, you will be expected to:   

  • Commit to attending all sessions from September 2026 to September 2027 (See tentative dates in the application package)
  • Attend two to three half days of pre-scheduled learning sessions per month, over a 12 month period;
  • Participate in/receive group coaching;
  • Practice and incorporate the learning from sessions and discussions into your daily work;
  • Participate actively in a corporate challenge project over a seven-month period (mid-February to mid-September) and commit to attending and presenting your results at a closing session toward the end of the program.

Who is eligible to apply?

The Leaders in Action Pathway is accessible to all classified civil service employees, regardless of position. This will enable employees to develop and grow leadership skills and knowledge. Employees who are selected to participate in this pathway should have the desire to assume senior leadership roles and positions within the public service.

Who is responsible for the Leaders in Action Pathway?

The PSC is responsible for the development and delivery of this pathway. 

Application and selection process
1.    Submit your completed application package to EmployeeExperience@gov.pe.ca Please note that applicants will be required to have completed or be committed to completing the requirements of the Supervisor Success Academy (SSA) Certificate Series.
2.    The application forms are ranked based on consistent corporate evaluation criteria.
3.    There is typically one participant selected from each department.
