Effective policy begins with a clear, well-structured understanding of the problem it seeks to address. How a problem is defined shapes the range of policy options considered, making it essential to isolate the issue and frame it accurately.

Using scenarios, this workshop will offer interactive approaches and tools to help participants define policy problems, articulate their scope, and frame them in ways that lead to actionable, evidence-based solutions.

Objectives:

  • Learn how to define problem statements in concise, structured, and compelling ways.
  • Learn about framing problems using data, evidence, and contextual understanding.
  • Learn how an effective problem definition contributes to successful public policy outcomes.
