Do you know about the request for proposal (RFP) process? An RFP is a formally announced request by one of our government ministries indicating that they are seeking proposals to provide a service—or a mix of goods and services. In the RFP, the requirements are outlined for not only the service being sought but the process for evaluation, and much more. RFPs ensure that the process for selecting a vendor is competitive and transparent as vendors must put their best effort forward in their proposals to be evaluated.
The Stages of RFPs:
• The first stage is planning for the RFP by obtaining approval of funds, working with the procurement and risk management team, locating subject matters experts to support the RFP development and more.
• The team can then move into drafting the RFP (second stage). An up-to-date RFP template can be obtained by reaching out to the procurement office.
• The third stage is to formally announce the RFP followed by evaluating the proposal (fourth stage) and approving as well as awarding the tender (fifth stage).
• The final stage is the contract process which may require negotiations between parties.
It is important to understand that there are different ‘thresholds’ that Government must adhere to. According to Treasury Board Policy & Regulations, Section 12, anything over $50,000 must go to RFP. Some entities may have different regulations so always check with your supervisor if you are looking to purchase services or goods.
